This paper proposes ideas to reactivate this region through computer oriented education. These plans must of course take full advantage of the special characteristics of the locale. The key is seen to be the attraction of 21 st century-style industry to the area in the form of computer-related industries, in particular intellectual industries involved with multimedia. We discuss the means to gather the necessary personnel resources these industries require. The region is geographically the focal point for the wider region of South East Asia and South America. It should therefore aim to produce human resources fully capable in this international market.
