The changes were designed to broaden students'range of choice, to direct attention to liberal education, to establish a flexible curriculum that met students'needs and the social circumstances at that time, to streamline the university's education and research organization, and to secure stable numbers of students (and thereby stabilize finances). This case study elucidates the valuation of the \"gakugun\" system according to the Standards of Establishment of Universities.
