| 内容記述 | 2010年4月、名桜大学は公設民営大学から公立大学へ移行した。近年、公立大学への設置者変更をする変革が、大きな動きを見せている。2009年の高知工科大学の高知県を設立団体とした公立大学への移行は、その一事例である。しかしながら、名桜大学の公立大学法人への移行は、地方自治法第284条第2項により設けられる一部事務組合が設立団体となった、全国で初めての事例である。本稿においては、名桜大学が、公設民営大学から地方独立行政法人法によって公立大学法人に移行した経過と、事例の特異性について具体的に言及する。 | |||||

| 内容記述 | In April of 2010, Meio University, established and organized previously as a Publicly-Funded Private University, became a Public University. In recent years, several other non-public universities have become Public Universities. For example, Kochi University of Technology became a Public University, founded and organized by Kochi Prefecture, in 2009. Meio University, however, became a Public University Corporation founded and organized by a "Partial-Affairs Association" (Ichibu Jimu Kumiai) in keeping with paragraph 2 of Act 284 of the Local Autonomy Law, the first such case anywhere in Japan. This case study describes and analyzes Meio University's transition from a Publicly-Funded Private University to a Public University in accordance with the Local Incorporated Administrative Agency Act, considering both unique and potentially generalizable aspects of the case. | |||||
