In recent years, several other non-public universities have become Public Universities. For example, Kochi University of Technology became a Public University, founded and organized by Kochi Prefecture, in 2009. Meio University, however, became a Public University Corporation founded and organized by a \"Partial-Affairs Association\" (Ichibu Jimu Kumiai) in keeping with paragraph 2 of Act 284 of the Local Autonomy Law, the first such case anywhere in Japan.
