| 内容記述 | 本稿においては,戦後沖縄の高等教育行政制度の中で設立された私立大学の設立経緯について言及するとともに,沖縄大学と国際大学の統合に関し,日本政府・琉球政府及び大学関係者との間でどのような検討がなされたのか,その一端を明らかにした。 「日本復帰」に際して琉球大学は国立大学に移管された。一方,沖縄大学と国際大学の統合は,沖縄の私立大学が大学設置基準を満たすために教育内容の充実と教育水準の向上を図り,新たな大学の設置を求めるものであった。この大学統合により二つの問題が認識された。一つは,戦後沖縄の大学設置認可行政は,教育研究条件の改善向上を図る機能が働かないチャータリング機能(大学設置認可)だけであったことである。二つ目は,大学の統合に関して,関係者相互のコンセンサスが不可欠であるということである。本稿で取り上げた事例において,統合問題は,沖縄大学と国際大学のそれぞれのアイデンティティをいったん解体し,新たな大学として再構築するプロセスであったということが理解される。大学の統廃合は,教員・職員・学生を含む利害関係者への説明責任を果たしコンセンサスを得ることが最も重要であることを戦後沖縄における私立大学の統廃合の事例が示唆している。本稿は,沖縄県公文書館に所蔵されている文部省・琉球政府私立大学委員会等の一次資料を分析しつつ,戦後沖縄の私立高等教育機関の統合について論じた。 | |||||

| 内容記述 | This paper elucidates the issues that were considered by the Japanese Government, the Government of the Ryukyu Islands, and University-related personnel regarding the consolidation of Okinawa University and Kokusai University, while referring to the establishment of private universities under the higher education administration system in postwar Okinawa. On the reversion of Okinawa to Japan, the University of the Ryukyus became a national university. The integration of Okinawa University and Kokusai University aimed at the establishment of a new private university in order to enhance the quality of education and satisfy the Standards for Establishment of Universities. The consolidation of the universities brought about two issues: firstly, in order to approve the establishment of universities in postwar Okinawa, the administration had only one function (to grant a charter for the establishment of the universities) which did not work to improve the educational environment; secondly, coordination and cooperation among the relevant parties were most necessary. This paper shows that the consolidation of these two universities broke down the identity of each for the time being, and rebuilt it after the integration. The case of consolidation of the private universities in postwar Okinawa suggests that the most crucial point in unifying universities is to get a consensus among interested parties including faculty, staff, and students. This paper discusses the consolidation of the private higher educational institutions in postwar Okinawa while analyzing the original sources from the Ministry of Education and the Private University Committee of the Government of the Ryukyu Islands that are owned by the Okinawa Prefecture Archives. | |||||
