@article{oai:meio-u.repo.nii.ac.jp:00001297, author = {嘉納, 英明 and 竹沢, 昌子}, issue = {23}, month = {2020-12-03}, note = {沖縄県N市の被保護母子世帯の母親は,後期中等教育以降の教育機会を受けることが少なく,20代前半から婚姻関係に入り,子どもを複数名(平均2.9名)出産する傾向にある。また,結婚生活は長続きせず(平均7.4年),経済的困窮に留まりがちであるという実像が浮き彫りになった。一方,N市の生活保護ケースワーカーは,被保護母子世帯の子どもの悩みやストレスの有無,教育支援ニーズについて,十分に把握できていないことが明らかになった。とはいえ,日常的に被保護母子世帯と関わっている生活保護ケースワーカーや子どもの自立に向けた支援を行う社会支援員は,被保護母子世帯の経済力の問題,学習環境の問題,子どもの低学力の問題,学校不適応の問題,貧困の連鎖の問題等について認識しており,また危惧していた。この視点は,生活保護行政の立場からの見解であるが,あながち,被保護母子世帯の子どもの教育支援ニーズと無関係ではないと考えられる。M大学の教職履修生は,このような生活保護行政の見解に賛同し,被保護世帯の子どもへの学習支援をスタートさせた。今後,子どもの教育支援ニーズをより一層明らかにするために,さらに調査を進めていく必要がある。, Single mothers on welfare in N city, Okinawa Prefecture, Japan, tend to have had fewer opportunities for higher education, become involved in marital relationships by their early 20's, and bear more than two children (2.9 average). Moreover, their marriages do not last for a long time (7.4 years average), and they are prone to remain in poverty. Welfare workers in N city have not perceived precisely the educational support needed by the children of single-mother households, their worries, or their stresses. However, some caseworkers who assist single-mothers and their children on a daily basis and a social supporter who guides children toward independence do recognize their financial problems, poor educational environment, declines in academic performances, school maladaptation, and chain reactions caused by poverty. Although these perceptions were given by caseworkers who are in welfare administration, they may reflect educational support needed by the children of single-mothers. M University students studying in teacher-training course endorsed the caseworkers’ views and started volunteering as teachers for those children on welfare.
