My analysis is based largely on two sets of sources: interviews with Japanese officials, LDP politicians and staff, a newspaper journalist, and researchers in universities and think-tanks; and two foreign policy reports presented by the LDP and the MOFA, respectively, in December 2000. I argue in this paper that as institutional and functional changes took place in the 1990s in both the LDP and the MOFA, the power to formulate foreign policy in general and foreign aid policy to China in particular has dramatically shifted from the MOFA to the LDP. Various factors - the LDP's steady accumulation of foreign policymaking knowledge, its enhanced access to important diplomatic information held by the MOFA, and the political will of LDP parliamentarians to take a leading role in China aid policymaking - have contributed to this important development. While LDP politicians' intervention in the area of China aid policymaking has become more frequent and effective, MOFA bureaucrats struggle to protect their already undermined autonomy in China aid policymaking.
