The research participants were five mothers with infants living in the village, and a semi-structured interview was employed. Data were analyzed with inductive and qualitative approach using the KJ method. Research data showed that mothers felt “rural areas were easier to live in than urban areas” with satisfaction in their living environments. Contrarily, mothers felt “resources were insufficient” in the northern area regarding the actual conditions of pregnancy, delivery or child-rearing. Therefore, sufficient support of experts was not provided. The “inadequate health literacy” led to“ unsuccessful or bad experiences during pregnancy, delivery or child-rearing.” Mothers who felt “there was a disparity in perinatal services between rural and urban areas” because of “insufficient resources,” decided to choose “utilization of medical institutions in urban areas to meet their requirements.” In addition, mothers who had“ unsuccessful or bad experiences during pregnancy, delivery or child-rearing” in having their first child, made a decision for the second child of “utilization of medical institutions in urban areas to meet their requirements.” However, mothers thought that they would like to continue living in the village.
