It analyzes the theoretical underpinning of the CEFR-J, a framework based on the CEFR, for foreign (English) language teaching and learning in Japan. I consider its use in different aspects of CEFR and discuss its implications in foreign (English) language educational policies in Japan. I especially focus on the following issues in English language education in Japan: passive language attitudes for communication in English, inability in persuasive discussion, low standards in plurilingual language skills, scarce human resources to adopt diversity, and recent changes in values toward English as a global/international language.
