| 内容記述 | 日本の農業従事者における高齢化は深刻な状況にある。農業従事者の高齢化は1980年代から始まり、1995（平成７）年には60代以下の農業従事者数が256万人いたが、2019（令和元）年では140万人にまで減少している。また、農林水産省によると農業就業者のうち60歳以上の世代が５割以上を占めているとされている。農林水産省は、農業従事者高齢化の課題解決と新規農業従事者の参入を促すために2014年に全国の都道府県に農地中間管理機構を設置した。しかしながら、2022年の農地中間管理機構報告書（沖縄県）によると、農地を借りたいという新規農業従事者の需要が拡大しているが、借用できる農地が不足していることを指摘している。本研究では、農業従事者の高齢化や人口減少、及び農 村の過疎化によって拡大していく遊休農地の実態を明らかにし、政府や自治体の政策及び農地中間管理機構による取り組みを検証した上で課題を整理し、遊休農地の活性化を目指した農地情報の可視化プラットフォームを検討・構築した。農地に関する住所や地目情報等の他にもそこで栽培された青果や生産規模を横断的に可視化することで遊休農地の状況改善について検討を試みる。 |

| 内容記述 | The aging of Japan’s agricultural workforce is a serious problem. This issue began in the 1980s, and while in 1995 there were 2.56 million people in their 60s or younger working in agriculture, in 2019 this had fallen to 1.4 million. Additionally, according to the Ministry of Agriculture, Forestry and Fisheries, more than 50％ of agricultural workers are over 60 years old. The Ministry of Agriculture, Forestry and Fisheries established Farmland Intermediate Management Organization （Farmland Bank） in prefectures across the country in 2014 in order to solve the problem of aging agricultural workers and encourage new farmers to enter the workforce. However, according to the 2022 Farmland Bank Report （Okinawa Prefecture）, although demand from new farmers who want to rent farmland is increasing, there is a shortage of farmland available for rent. In this study, we clarify the actual situation of abandoned farmland, which is expanding due to the aging of agricultural workers, population decline, and the depopulation of rural areas, and examine the policies of the national and local governments as well as the efforts of the Farmland Bank. We have developed and reviewed a farmland information visualization platform aimed at revitalizing abandoned farmland. In addition to incorporating information relating to farmland, such as land type, we consider ways to improve the situation of abandoned farmland by cross-sectionally visualizing the fruits and vegetables grown there, in addition to the scale of production. | |||||||||||||||||
