However, even though Okinawa may get encouragement from the central government, an increase in international conventions in Okinawa remains to be seen at this time of recent decline in hosting conventions at local regions of Japan. This paper looks at the possibility of growth in the international conventions in Okinawa and by comparing with Kitakyushu and Fukuoka since local cities vary in their methods of counting the number of international conventions, their statistical data lack reliability. Some cities include events as international conventions when there were few foreign participants while others do not. Although source material was limited, this study analyzed the information available in books, magazines and on the internet,etc. It also conducted survey research by interviewing convention bureau staff members in Kitakyushu and Fukuoka as well as in Okinawa. It found that Okinawa still lacks both facilities (hardware) and services (software) for hosting international conventions.
