{"created":"2023-05-15T10:11:16.815530+00:00","id":857,"links":{},"metadata":{"_buckets":{"deposit":"ee4a9079-d19b-44c0-9b56-135d2312fc80"},"_deposit":{"created_by":1,"id":"857","owners":[1],"pid":{"revision_id":0,"type":"depid","value":"857"},"status":"published"},"_oai":{"id":"oai:meio-u.repo.nii.ac.jp:00000857","sets":["61:100"]},"author_link":["1916"],"item_8_alternative_title_1":{"attribute_name":"その他（別言語等）のタイトル","attribute_value_mlt":[{"subitem_alternative_title":"Studies on countermeasures for red soil and similar soil discharge: an evaluation of farmers' and administrators' opinions and the status quo"}]},"item_8_biblio_info_22":{"attribute_name":"書誌情報","attribute_value_mlt":[{"bibliographicIssueNumber":"7","bibliographicPageEnd":"45","bibliographicPageStart":"35","bibliographic_titles":[{}]}]},"item_8_description_8":{"attribute_name":"内容記述","attribute_value_mlt":[{"subitem_description":"赤土等土壌流出は､河川あるいはサンゴ及びさんご礁域に生息する生物に大きな悪影響を与えている｡沖縄県では､｢沖縄県赤土等流出防止条例｣が施行されたことにより､開発現場からの土壌流出は減少したが､農地からの流出は条例施行前とほとんど変わってない｡農地での対策を行うためには､農家の土壌流出に対する意識と理解が不可欠であり､また､これを支援する立場にある行政の取組も大変重要である｡本調査は､農家の土壌流出に対する意識調査と行政の流出防止対策への取組の意識調査を通し､土壌流出防止のための方法について考察することを目的として行われた｡農地での実際の流出防止対策及び今後の対策として､マルチング実施､沈砂池及びグリーンベルト設置が上位を占めていた｡一方､流出防止対策の機能的な評価としては､グリーンベルトとマルチングが高く評価され､沈砂池の評価は低かった｡農家の流出防止対策に影響を与えている要因として､流出防止対策の認知度､作物の種類､畑面積､行政区が挙げられた｡流出防止対策の取組に積極的な自治体は､恩納村役場､宜野座村役場､名護市役所及び金武町役場で､一方､国頭村役場､今帰仁村役場及び本部町役場は低いと評価された｡農家での実際の流出防止対策の実施度としては､東村が最も高く､石川市､恩納村と続き､本部町や今帰仁村は低くなっていた｡これは､本部町役場や今帰仁村役場が流出防止対策に積極的とは言えず､結果としてこれら行政区内での農家の流出防止対策実施度が低くなったと考えられ､農家の流出防止対策には行政が重要な役割を担っていることが分かった｡","subitem_description_type":"Other"},{"subitem_description":"Red soil and similar soil discharge have a bad effect on coral and marine animals living on coral reefs. Enforcement of the Red Soil and Similar Soil Discharge Prevention Ordinance of Okinawa has diminished discharge coming from development areas, but not discharge coming from farmlands. The understanding by farmers of the impact of soil discharge and the involvement of administrators who support farming are both indispensable as countermeasures against marine pollution. This research was designed to consider countermeasures against soil discharge based on a soil discharge questionnaire distributed to farmers and hearing to administrators. Mulching, using soil sedimentation ponds and creating green-belts were mentioned by respondents as the major solutions to the soil discharge problem. On the other hand, in terms of the effectiveness of these solutions, green-belting and mulching were rated highly, but using a soil sedimentation pond was not. Factors affecting farmers' responses were the knowledge of the counter-measures, the kind of crops they farm, the surface area of the farmland, and the administrative district they farm in. Some administrative offices, such as Onna Municipal Office, Ginoza Municipal Office, and Nago Municipal Office, were aggressive in implementing countermeasures against soil discharge while other administrative offices (i.e., Kunigami Village, Nakijin Village, and Motobu Town) were less active in implementing countermeasures. Farmers in Higashi Village were the most aggressive in this regard, followed by Ishikawa City and Onna Village. Farmers in Motobu Town and Nakijin Village were least aggressive in implementing soil discharge countermeasures. It is possible to explain the less aggressive practice of farmers in Motobu Town and Nakijin Village by reference to the inactivity of the municipal offices in these districts.
