In particular, we examine its significance and related controversies in the light of constitutional local autonomy. This ordinance is a new tool for municipal improvement by which a local self-governing body shows policy lists to citizens, who may then contribute money towards those policies they wish to support, thus establishing a new source of revenue from their donations. This system has several advantages, including fostering an awareness of self-governance and securing revenue independent from central government.
