Car ownership has been considered an indicator of affluence in modern society. Because they offer door-to-door mobility, people can enjoy cars for commuting to jobs, attending schools, shopping, and participating in leisure activities without worrying about possible inconveniences such as bad weather or long distances. We cannot deny the fact that automobiles have advantages over trains in terms of comfort and mobility. But a society, which is dominated by cars, needs a sophisticated infrastructure of roads and highways in order to cope with the increase of automobiles and to avoid traffic congestion. Consequently, in many modern societies, public transportation, including railroads, has recently been reconsidered in order to improve public welfare and cut social costs such as traffic congestion, noise, and traffic accidents. We analyze the possibility of developing for Okinawa in the 21st century a new public transportation system, i.e. a comprehensive public transportation system with a railway line between the north and south of Okinawa's main island as its key element. So far, the construction of a railway line in Okinawa has not been undertaken due to the question of its cost-effectiveness.
