| 内容記述 | 本稿は1980年代から2000年代前半にかけての日本の対外政策決定過程を, 日本の中国に対する対外緩助政策をめぐる自由民主党と外務省の主導権争いを事例として考察する。主な分析手段として, 関連する二次資料に加えて, 中央省庁官僚, 自民党議員と職員, ジャーナリスト, 大学やシンクタンクの研究者に対する著者のインタビュー資料, 及び外務省と自民党が2000年末にそれぞれ発表した政策提言レポートを活用している。1990年代における自民党と外務省それぞれの対外政策決定についての役割と機能の両面での変化により，対中援助政策決定の主導権は外務省から自民党へと大幅に移行していった。自民党による外交政策決定についての知識や技術の蓄積, それまで外務省が独占していた重要な外交情報への自民党のアクセス強化, そして, 対中援助政策決定過程で中心的役割を担いたいという自民党議員の政治的な動機の高まり, といった要因が伝統的に官僚優位であった戦後日本の対外政策決定過程に大きな変化をもたらした。対中援助政策決定過程への自民党外交族議員の介入が, 特に1990年代後半からより頻繁で効果的になるにつれ, 外務官僚はすでに弱まっている対中援助政策の立案と決定をめぐる主導権を保持するのに苦慮する。2000年代前半の対中援助政策の見直しをめぐる自民党と外務省の露骨な主導権争いは, 対外政策決定過程をめぐる自民党と外務省という2つの外交政策決定アクターの間に新たな緊張関係をもたらした。 | |||||

| 内容記述 | This paper looks at the domestic determinants of Japan's foreign policy making process between the 1980s and the early 2000s with particular focus on the changing balance of foreign policymaking power between the Liberal Democratic Party (LDP) and the Ministry of Foreign Affairs (MOFA). My analysis is based largely on two sets of sources: interviews with Japanese officials, LDP politicians and staff, a newspaper journalist, and researchers in universities and think-tanks; and two foreign policy reports presented by the LDP and the MOFA, respectively, in December 2000. I argue in this paper that as institutional and functional changes took place in the 1990s in both the LDP and the MOFA, the power to formulate foreign policy in general and foreign aid policy to China in particular has dramatically shifted from the MOFA to the LDP. Various factors - the LDP's steady accumulation of foreign policymaking knowledge, its enhanced access to important diplomatic information held by the MOFA, and the political will of LDP parliamentarians to take a leading role in China aid policymaking - have contributed to this important development. While LDP politicians' intervention in the area of China aid policymaking has become more frequent and effective, MOFA bureaucrats struggle to protect their already undermined autonomy in China aid policymaking. The result is an increased tension between the two institutions over leadership in making new China aid policy. | |||||
