| 内容記述 | 沖縄は台風の通過地域であり，８，９月がピークで月に平均１～1.3個通過する^[1]。台風の被害状況，進路予測に関する情報を地域へ発信し，その危険性を共有する必要がある。市町村等の地方公共団体レベルでの危機管理には限界があることを認識し，住民一人一人が「自分の身は自分で守る」「死なない」という危機意識を持つ必要がある。地域の安全を守るためには，地方公共団体，自治会，企業，住民の役割をそれぞれ明確にし，各組織間の意識共有と関係構築を進めながら，危険性に対する包括的な情報を交換し，必要な情報を共有するリスクコミュニケーションが重要となる。 本報告では，このリスクコミュニケーションを円滑に進めるための基礎検討として，2012年9月16日に本部町を通過した台風16号による被害情報の収集とインタビュー調査を実施した。2012年9月16日午前9時前後は台風の接近と満潮が重なったために，本部町周辺住宅への浸水が発生した。当時の地域住民の状況を把握するために，台風情報の収集，その時の行動・意識・感情を調査した。この台風通過と満潮が重なるパターンにおける被害状況を記録するため，被災地域のインタビュー店舗位置と洪水写真を紐づけたマップ作成結果とインタビュー調査結果を報告する。 | |||||

| 内容記述 | Okinawa lies in the path of many typhoons, experiencing a monthly average of 1.3 typhoons, with a peak in August or September. As they cause such serious damage, it is always important to inform the local residents about the latest typhoon course and damage predictions. In order to maximize local safety, the respective roles of public organizations, local authorities, businesses and individuals need to be clarified. It is crucial that every resident has a life or death sense of crisis, and recognizes the importance of taking responsibility for themselves. A shared consciousness of the situation and comprehensive hazard information exchange should lead to improved risk communication involving all the local residents. In support of this process, we undertook a damage survey following the passage of one particular typhoon which struck on September 16 2012, which coincided with a high tide and resulted in extensive flooding in the Motobu-cho residential area. This paper reports the results of that survey in the form of a damage map and resident interviews. | |||||
