| 内容記述 | 人口の増加、生活水準の向上、産業活動及びリゾート開発等の増加により、沖縄における水の需要は、1972年の本土復帰当時と比べると約2倍に増加している。これら需要の増加に対応するために、沖縄島北部には福地ダム、新川ダム、安波ダム、普久川ダム、辺野喜ダム、漢那ダムが建設された。現在建設中のダム、今後建設が予定のダムもまだあり、更なるダム数の増加が見込まれる。一方、ダムの建設地になっている自治体からは、ダム建設に伴う環境破壊、水源を保持するための開発の抑制、開発の抑制に起因すると思われる若者人口の流出（高齢化と過疎化等の進行）の犠牲を我慢し中南部へ送水しているのにも拘わらず、水源自治体としては受けている恩恵は極めて少ないとの不満の声が上がっている。本研究では、上記の現状を受け県民の水源地と水に対する意識調査をアンケート調査により行い、水源地振興の為の交付金の設定が可能か、また、その時の金額について考察をする事を目的として行った。アンケート回答者の意識としては、水道料金が高くなるに従い、水源地・水に関する意識は高くなる傾向にある事が分かった。関心事としては、水質や渇水等に対する事が最も多く、水源地の振興等に関する事への関心は非常に低かった。水源地へ何らかの協力が出来るとする回答は61.4％で、金銭的な協力(水道料金に上乗せする)が出来るとする回答は52.3％であった。水１トンあたりの交付額を比較的多くの回答を集める事が出来た那覇市、浦添市、沖縄市、名護市で計算したところ、それぞれ、27.6円、16.6円、22.9円、28.9円であった。この金額は東村議会が議決した、10円/1トンをいずれも上回っている金額である。 | |||||

| 内容記述 | Okinawan's demand for water has doubled since the revision in 1972 due to an increase in population, upgrading in the standard living, industrial activity, resort development, etc. To cope with this increased demand, six dams, Fukuchi Dam, Arakawa Dam, Aha Dam, Fukugawa Dam, Benoki Dam, and Kanna Dam, were constructed in the northern region of Okinawa's main island. Another dam is currently under construction, and there are plans for construction of several more. All indications point out to there being more dams in the future. On the other hand, the municipalities, which have dams or have plans for dam construction, are discontent with the little benefit derived from the dams. This research was designed to address the above problems by using a questionnaire to discern the opinions of Okinawans regarding water and water resources. The possibility of grant sys tem for stimulating regional growth and the amount of such grants were also included in the questionnaire. The results of the questionnaire show an increase in water charges as well as an increased interest in water and water sources. Most interest was shown for water quality and shortage of water, but not for municipalities development. Of the respondents, 61.4% wanted to do something for the local region whereas 52.3% wanted the local region to be assisted of the grant together with a surcharge on monthly water bills. The amount of grant per ton of water was analyzed for the municipalities offering much data: Naha, Urasoe, Okinawa, and Nago. The amounts of grants for these cities are 27.6 yen, 16.6 yen, 22.9 yen, and 28.9 yen, respectively. These amounts are higher than 10 yen per ton amount decided on by the Higasi Municipal Assembly. | |||||
