| 内容記述 | 本稿は,全国に占める人口規模の割合は小さいものの,全国に広く存在する過疎･離島地域における地方自治のあり方を考察しようとするものである｡まず,わが国における過疎･離島地域の状況を明らかにして,それらの地域で展開されている法政策の特色や現状,課題等を整理する｡そして,憲法が地方地域を区別することなく保障する地方自治の意義をあらためて確認しながら,一般の市町村とは異なる,過疎･離島地域における固有の地方自治のあり方や,都市部と過疎･離島地域との間の対話を閉ざす弊害をもたらし,あくまで都市部を偏重した現行地方自治法上の問題点･課題を探り,その検討を試みる｡ | |||||

| 内容記述 | This article considers the growing importance of local autonomy in sparsely populated areas and isolated islands of Japan, despite the very small proportion of the total population which they represent. At first, we clarify the current circumstances in these areas, and classify some problematic features of central government policies. We reconfirm the constitutional significances of local autonomy irrespective of the size of the district concerned, and proceed to examine specific cases and associated problems of the current Local Autonomy Law in Japan, which places too much emphasis on urban areas, and gives rise to frictions and abuses with these disadvantaged districts. | |||||
